SOC (Children’s System of Care) Program


Children’s System of Care (SOC) is designed to provide intensive, comprehensive, community/home-based and culturally appropriate interventions, with the intent of preventing the need for out of home placement. The program’s intensive treatment and case management services provide counseling for high-risk youths involved in two or more public systems of care. The treatment teams consist of a clinical therapist and case manager who work collaboratively with several agencies (“i.e. Department of Mental Health (DMH), Department of Children and Family Services (DCFS), Probation Department, and Los Angeles Unified School District (LAUSD)”) to provide culturally sensitive and effective services for emotionally disturbed children and their families.


The program provides intensive in-home/community-based therapeutic services, case management, school interventions, parent advocacy, parenting classes, referrals and linkage, private partnership resources, follow-up plan, and crisis intervention. Each child and youth has an individualized crisis plan to treat them effectively. The treatment teams provide coverage for emergencies on 24-hour, 7-day/week basis and are available by cell phone for crisis responses. The youth’s family is generally enrolled in the program from 6 months to a year or more. The Inter-Agency Screening Committee (ISC) members make the final determination for the agency regarding discharging youth and families from the program. The ISC members consist of a DMH Coordinator, a probation liaison, and a DCFS liaison.
